The objective of establishing SEZ in Uzbekistan shall be forming necessary conditions for large scale attraction of domestic and foreign investments. establishment of relative industrial and technical complexes that meet world standards. In this SEZs. investment projects of high-tech productions. Productions of deep reproduction in order to meet needs of Uzbekistan¡¯s economy and stimulating exports of industrial and high-tech products shall be realized.

Information on surplus of labor and raw-material resources. usage of land. infrastructural and communication services. implementation of contracts. obtaining certificates. licenses and other permissions is of key importance of investors who seek to establish and develop their businesses in Uzbekistan.

SEZs may also be established in a from of technoparks on the basis of deep analysis of scientific and technological know-how. In Uzbekistan. with its rich intellectual potential. issue of forming technoparks plays strategic importance. It is believed that the most successful technoparks will be the ones specialized in production of software.

Based on world experience and peculiarities of Uzbekistan¡¯s economy. the most important issues in forming and ensuring successful operations of Free Scientific-Technological Zones (FSTZ) include optimization of taxation of income of individuals and businesses and hard currency regulations.

First of all. salaries and wages of specialists who work in creating software in potential FSTZ shall be increased to the world average. It will allow attracting high-skilled specialists and block the ¡°brain outflow¡±.

Especially attention shall be paid to provision of privileges and preferences to production of goods and services in SEZs as well as to their exports.
